Frank Chen, 33, and his wife, Vicky Yu, 26, of Irvine are suing Price Waterhouse Coopers for $3.5 million for failing to follow through on a commitment to help Chen get citizenship. Chen, a citizen of China, worked for Price Waterhouse on an H-1B visa, which allows skilled foreigners to work in the United States for up to six years. But Chen got laid off on April 23 and now must return to China. <br />
